The Centre Régional d’Investissement Souss-Massa is the public one-stop-shop in Agadir for incorporating a company, accessing investment incentives and clearing the regional permitting required for any significant project. Since the 2019 reform, every region of Morocco has a CRI with a Commission Régionale Unifiée d’Investissement (CRUI) that compresses approvals across multiple ministries.

- Investment incentives under the new Investment Charter (premiums for industrial, agritech, tourism, exports).
- CRUI single window — federates the Wilaya, Régie Foncière, Direction des Impôts, ANCFCC, ONEE, ONSSA, etc.
- Investor aftercare — site visits, problem-solving, government interface.
- AMDIE liaison — referral to the national Agence Marocaine de Développement des Investissements et des Exportations.
Investment Charter — Souss-Massa premiums
- Common premium: up to 7.5 % of investment.
- Territorial premium for Souss-Massa rural communes: +5 to +10 %.
- Sectoral premium (priority sectors — agriculture, tourism, industry): +3 to +5 %.
- Strategic project premium for > MAD 1.5B / > 800 jobs.
Premiums apply only above MAD 50M investment threshold. Below that, founders typically use Maroc PME and Tamwilcom routes (see linked resources).
How to engage
- Visit the CRI Souss-Massa office in Agadir or its online portal.
- Pre-register your project via the Plateforme Investissement.
- Receive a project officer (chargé d’affaires).
- Submit your file via CRUI.
- Approval timelines: 30 working days for standard files.
