Tamwilcom (ex-CCG) — Caisse Centrale de Garantie

Tamwilcom is the Moroccan state-owned guarantor and co-financing institution for SMEs and innovative start-ups. It does not lend directly to founders most of the time — instead, it guarantees a portion of bank loans (so banks say yes to higher-risk files) and runs the Innov Invest fund of funds for early-stage ventures.

How to access — the bank route

  1. Build a complete business plan + financial model (see our templates).
  2. Approach a participating bank (Attijariwafa, BMCE, BCP, CIH, Crédit Agricole, Société Générale Maroc, BMCI, CDM).
  3. Bank credit committee evaluates & structures the request.
  4. Bank submits a Tamwilcom guarantee request via the bank-Tamwilcom dedicated portal.
  5. Tamwilcom decision: typically 5–15 working days for Damane Express.
  6. Loan disbursed by the bank.

How to access — Innov Invest

  1. Apply through one of the partner accelerators / incubators (UM6P Ventures, CEED Morocco, Bidaya, La Factory, IMPACT Lab, MNF Ventures).
  2. Selection & programme participation.
  3. Innov Idea grant (typically MAD 200k) → Innov Start (MAD 500k convertible) → Innov Risk (MAD 2M+ in syndicate).

Souss-Massa & Agadir presence

Tamwilcom is headquartered in Rabat. There is no separate Agadir office — engagement happens via the Agadir branches of partner banks. CCIS Souss-Massa and Bidaya occasionally host Tamwilcom information sessions.
