Sector guide · 11 min readAgritech & primeurs export to the EU — Souss-Massa playbook
Souss-Massa supplies ~ 40 % of Morocco’s agricultural exports — tomato, pepper, courgette, citrus, berries, melon and aromatic plants. To win EU shelf space sustainably you need GlobalGAP, EU pesticide-MRL compliance, full traceability and an honest data stack. Here is the playbook.
Market & trade context
- EU is > 70 % of Morocco’s agricultural exports.
- Morocco-EU Association Agreement provides preferential tariffs & quotas (tomato, citrus, courgette, garlic, etc.).
- Agadir tomato season Oct–May, complementing Spanish and Dutch off-season.
- EU CBAM and Farm-to-Fork strategy progressively raise non-tariff barriers — invest in sustainability data now.
The 6 certifications that matter
| Standard | Why | Auditor in Morocco |
|---|---|---|
| GlobalGAP v6 Smart | Mandatory for most EU retailers (Tesco, Carrefour, Lidl). | SGS, Bureau Veritas, ECOCERT. |
| GRASP (social add-on to GlobalGAP) | Required by UK / German retailers. | Same as GlobalGAP. |
| BRCGS Food Safety | Required by UK retailers for processed. | SGS, Bureau Veritas. |
| IFS Food | Required by German & Dutch retailers. | DQS, SGS. |
| EU Organic / EcoCert Bio | Premium & specialty. | ECOCERT IMO, Bureau Veritas Maroc. |
| SMETA / SEDEX | Social audit, often paired with GRASP. | SGS, BV, Intertek. |
EU pesticide MRLs — the silent killer
Maximum Residue Limits are tightening every year. Common Souss-Massa traps:
- Chlorpyrifos (banned in EU since 2020).
- Mancozèbe (banned 2022).
- Dimethoate (banned for citrus).
- Acetamipride (debated).
Mitigations:
- Cross-check every active ingredient with EU Pesticides Database before each season.
- Use ONSSA Plan de Surveillance + private lab (Eurofins, ALPS Maroc) at 4 windows per season.
- Maintain a cahier de cultures traceability log per plot.
- Build IPM (integrated pest management) — biological controls for whitefly (Eretmocerus), tuta absoluta (Trichogramma), spider mite (Phytoseiulus).
Traceability data stack
- Plot codes per parcelle (GlobalGAP convention).
- Cahier de cultures: irrigation, fertilisation, phytosanitaire, harvest dates.
- Lot numbers per palette / colis.
- QR-coded labels linking to a public traceability page (some EU retailers now require this).
- ERP — Agadir-friendly options: AgriSoft, Sage X3, NetSuite + Locize plug-ins, custom on Odoo.
- Cold-chain telemetry (Sigfox / LoRa devices) on refer trucks & reefer containers.
Water — the existential question
- Souss-Massa aquifer overdraft > 200 Mm³/year.
- Plan Maroc Vert / Génération Green pushes drip irrigation + desalinated water from the Chtouka plant.
- Rules: water authorisations from ABHSMD; quotas; metering; potential premium pricing for desalinated water.
- Investor & retailer pressure to publish water footprint per kg.
Reality check. Long-term Souss-Massa agritech businesses must price water risk. Retailers (Aldi, Tesco) and lenders (EBRD) increasingly require third-party water-stewardship audits.
Logistics — Agadir to EU shelves in 5 days
- Pre-cooled at packhouse (1–4 °C).
- Reefer container or reefer truck through port of Agadir.
- CMA CGM & Maersk weekly call to Marseille (3 days transit).

- Truck onward to Perpignan / Rotterdam / Bremerhaven.
- Cross-dock at retailer DC.
Pricing & payment
- EU retailers settle 30–60 days net.
- Use SACE / SMAEX export credit insurance (max ~ MAD 0.6 % of invoice).
- Foreign-exchange hedging recommended above EUR 100k positions (BMCE, Attijari forex desks).
